  1 Common Events:  Streamflow threshold and days duration set to levels that commonly occur over annual cycles.  
  2 Critical Events:  Streamflow threshold and days duration set to levels that occur periodically and seriously impact habitat.    
       Catastrophic Level 2 events should not occur more than once every three years.  
  3 Rare Events:  Streamflow threshold and days duration set to levels that occur very rarely and dramatically impact habitat.  
       Catastrophic Level 3 events should not occur more than once every decade.
